How to Fix RT Download Update Problems on Windows RT Devices
This update is a cumulative update that includes the security updates and the non-security updates for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 that were released before March 2014. In addition to previous updates, it includes features such as improved Internet Explorer 11 compatibility for enterprise applications, usability improvements, extended mobile device management, and improved hardware support. Important All future security and nonsecurity updates for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 require this update to be installed. We recommend that you install this update on your Windows RT 8.1-based, Windows 8.1-based, or Windows Server 2012 R2-based computer in order to receive continued future updates.
The MSDN and VLSC updated ISOs do not contain the complete set of fixes that are offered from Windows Update. Therefore, Windows Update and Windows Server Update Services (WSUS) will offer update 2919355 again to the computers that are deployed by using the images in these ISOs. This is expected and does not trigger the full reinstallation of the Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 update, but only one smaller component of it. The rest of the update will not be downloaded or reinstalled.

Windows Update may offer this update again even when the computer already has this update installed. This is expected and intended to resolve a Windows Update client issue. Windows Update installs only package 2959977. This resolves the Windows Update clients issue instead of all the packages included in this update.

These were some of tech search queries I and likely many other mobile Windows users have plugged into Google search over the last several days. Since Microsoft released the Windows 8.1 update last week, many users have been unable to download the RT version of the operating system for mobile devices. Like me, many were unable to even locate the update in the Microsoft Store in the first place.
It turns out Microsoft removed the update from the Windows Store on Saturday. In a statement sent to ZDNet, Microsoft said it decided to remove the update as it investigates "a situation affecting a limited number of users updating their Windows RT devices to Windows RT 8.1."
With Windows 8.1, Microsoft was aiming to assuage many of the complaints that longtime Windows customers had when the company rolled out the dramatically different Windows 8 interface last fall. The update includes the return (sort of) of the beloved Start button, as well as a handful of other improvements like improvements include better cloud integration, more customizability and a native Bing search bar.
Microsoft releases Surface RT Windows 8 recovery image to help users to fix bricked Surface after trying to update to Windows RT 8.1. If you recall the software giant had to pulled the Windows RT 8.1 update, due to some issues affecting a number of users.
Update: While Microsoft keeps working on permanently resolving the issues with its tablet operating system, here is a video that will help you create a USB drive with Windows RT Recovery Image that Microsoft just made available for everyone to download.
This 8.1 update might help but for the average joe blogs in the street Win8 is a right mess with hard to find functions being hidden that it defeats the object of a good operating system which should be straight forward to use.
